It really depends on where the game comes from. Titles big in the west such as CoD sell much more in the US, where the hardware split between X1 and Ps4 is actually quite close - it would be unreasonable to expect twice as many copies sold on Sonys platform.

 

On the other hand, Japanese games often sell much greater than 2:1 on Ps4 when compared to X1.

 

But, in this case, Uncharted 4 probably will sell double of what Halo does, just as Ratchet and Clank will or already has sold double Quantum Break, and I wouldn't be surprised if that particular trend regarding exclusives continues. 

I Think that Call of Duty Black Ops 3 already sold more than double on PS4. The difference is that the game cannot sell double on USA, because is Microsoft's biggest market (one of the only) and Call of Duty is one of Xbox's favorite franchises.
