Worldwide would mean every region combined. It wouldn't have to be #1 in every single country individually. Something else likely outside worldwide week one.

I think it's more likely just an error in communication. As you say, "Sony plays the PR game like everybody else", and yet they've never mentioned one of their previous first-party PS4 titles selling more than 2.7 million first-week. I feel like that's something they'd have mentioned :p
