No, you need a wiimote to play games you downloaded on your Wii. Unless Nintendo recently changed it...

you cant even access the wii store or the wii menu or launching wii disc game without the previous controller.

 

It should work without any wiimote if the game supports normal controls, but nintendo doesnt allow it.
