Based on potential, yes. Apocalypse's powers aren't that special, it's other stuff that makes him formidable. He was just a mutant who had grey skin and blue lips, slightly strong and faster than everyone else but this gave him an edge in battle so he became powerful. He later found Celestial technology which is how he became how he is in the 90s cartoon and comics.
Magneto and Apocalypse are the biggest really, potential wise the reality manips are the most dangerous... like Moira's son, Proteus.
