I mean you kinda have to consider the circumstances here. Nintendo has no third party support other than indies on Wii U and even the Vita is getting constant support over 3DS besides big names like Yokai, Monster Hunter, Ace Attorney, DQ (though Vita has the Builder game), etc. In the end, Nintendo has done whatever it could to support the two consoles at the same time while transitioning it's teams to NX, mobile, and other things. Not saying everything they have provided recently has been great, but they've done as much as they could. Nothing can do much for Wii U in terms of pushing sales and 3DS is pretty close to maxing out its potential, though has some life left due to Pokemon, Kirby, DQXI, Ace Attorney, MH, Yokai Watch 3, etc. If given more time, I'm sure the games they put out last holiday would've been more fleshed out, but alas, time was just not there for Wii U last holiday since the company has been prepping to transition into the new avenues and new console. I'm not trying make excuses, just pointing out what's going on.

Even so, I feel you shouldn't make a game if you have no intention of trying to make it good. There's no point giving the Wii U shovelware for the sake of it. Honestly they should have either moved the likes of Mario Tennis, Starfox, Color Splash, and amiibo Festival over to NX so they would have enough time to become full fledged quality titles, or never started working on them to begin with, especially in the case of amiibo Festival.
