No where did Disney themselves say it was a failure. People jumped on Kevin Feige seizing all the power and phasing out some executives is not enough evidence for that. I know very much what you are referencing. It was brilliant power play all it was. 

However you still have not answered me, what is your view on Batman V Superman, something that has similar budget to Captain America: Civil War. Since by your own very logic that Disney deemed it a failure, what does that make Batman V Superman, whose whole division was shaked up worse than Marvel shake up. 

I really liked BvS. I don't think WB was expecting Avengers type of money with a new Batman and only the 2nd movie in the DCCU. Sure, it underperformed but once WB gets on the good side of reviewers, it'll be fine. On the other hand, Disney must be concerned with the diminishing returns of their Avengers movies.
