The movie brings together 8 Avengers and then 3 other characters who have or will have their own solo movie. As I said, it's not a Captain America movie just like Age of Ultron isn't an Iron Man movie even though he's the cornerstone of the movie. Cap might have a bigger role but the movie doesn't just rely on him.
