If NX fails though I could see Nintendo doing this and just throwing their entire weight behind mobile. In 3-4 years by the time something like that would become clear, the standard smartphone/tablet processor will be pretty beefy too.

If the game is made for the NX home console, there is your licensing fee. The fact that the game also is playable on your mobile device doesn't make that fee disappear. And the Nintendo controller would be required to play the game on a mobile device.

Maybe you would have to buy the NX micro console to get the controller that you would use on your phone. Otherwise the game would be unplayable.

Most devs wouldn't bother with the console I don't think. Why pay a licensing fee when you don't have to. Any company could make a controller too, third parties could basically just copy the Nintendo design and have their own, so that would likely be a problem too, it's an easy idea to copy if it has any success.
