I assume he means a third party exclusive that they buy then make a studio or hire a studio to make only that game.
But he included forza so I'm not sure what he means. Microsoft need something new their big franchises are in their 5th 6th installments etc. I'd love to see one of their first party studios make a horizon or whatever sucker punch is now making, media molicule are doing something different, naughty dog did something different (tlou) and will be again now U4 Is out.
