I think they basically lump 3DS games into "HD gaming" (really what they mean are traditional gaming devices).
You can see from this slide, 3DS and Vita games like Dragon Quest VIII, Dragon Quest Monsters 3, and Dragon Quest Builders are included alongside console HD titles.
