I think MS needs to be in Japan formally in order to get the few exclusive JRPGs that are coming to it. While MS will be relying on markets outside of Japan for making their JRPGs worthwhile investments for both MS and the developer, it would be extremely hard to secure any JRPG deals without Xbox having a presence in Japan. The benefit for Western Xbox gamers who like JRPGs is that there is no hope of such games doing well enough in Japan alone, which means release in the West will be at the same time, and there will be no waiting for the dev or publisher to decide whether/when to localise.
