If that were true, there'd be no such thing as starters, and you'd be able to start with whatever base level Pokemon you want instead of between only three generic training wheel Pokemon soley created to teach you how to play rock-paper-scissors.

But it's not true. It's not about having a heart. It's about catering to the lowest common denominator. It's why gym leaders and the Elite 4 are still a mandatory part of every campaign. It's literally gaming's most obnoxiously overbearing tutorial.
