There are lots of reasons to skip e3 and do something in July. They may want word of Neo and One Point Five to break first, they may be waiting for certain first or third party software to be ready to be discussed, they may have an innovation they want to make sure competitors don't have time to copy, they may want the spotlight on themselves or a specific venue or format that E3 can't provide.
I will say that Sony's PS4 reveal event was the best of anything for the 8th gen, and was completely its own thing.
