Of course it can, Congress can authorize emergency funding in the wake of a natural disaster (happens all the time, whenever some tragic natural disaster occurs), I'd need further clarification of what you mean exactly, to answer you more clearly though.

Eh?  So you're saying Russia attacks/declares war on the US?  Given the military capabilities of both countries, I find that highly unlikely.    Russia's working on regaining their old military might, but they've got a ways to go, yet.
