Russia, for existential reasons, probably doesn't want to declare war on the US, not without a hell of alot more backup.

There's no margin of error for this decisions. Here does not exist "probably". This is yes or no.

Of course it can, Congress can authorize emergency funding in the wake of a natural disaster (happens all the time, whenever some tragic natural disaster occurs), I'd need further clarification of what you mean exactly, to answer you more clearly though.

 

I would say they absolutely have no desire to engage in open conflict w/ the US.
