This is probably an oversimplification and may not be correct but I'd assume the discs 3rd parties produce are the same for every platform and just require slighty different software installed on them to run on platform it's intended for. If that's true then it should be a relatively simple process to switch from producing discs for one platform to another. As long as the software is available (ie. port done) it may just be flipping a switch or something.

Even if it's not that simple they're still both discs so it's still going to be a pretty similar process. I don't imagine writing to cartridges would be much more difficult, but it's still something different. Something that 3rd party publishers don't do at the moment and they're going to have to adjust to it. Sure it may make it easier for Nintendo home console/handheld 3rd party publishers, but I imagine the majority of publishers that just do PS/Xbox/PC wouldn't be too keen on it. Especially not if the games don't sell well again like on the Wii U. If they aren't selling well then why bother going through the process of writing games to cartridges specially for Nintendo when everyone else uses discs.

Even if it was just to get Japan 3rd party on board its worth it! Because wii u has zero support  handhelds sell good in Japan and 3ds still has Japan 3rd parties on board.
