Why is PSN so slow...?

I have full speed (50 Mbit/s) with PS4, XBO, Steam, GOG, iTunes and most other PC services.

Around 20 - 30 Mbit/s with Wii U (which is still okay because the games are smaller), much less with Vita, 3DS and PS3.
