Point is they've been trying to communicate all movie. But we have Captain America having to trust Bucky on his blind faith since he didn't have the evidence that the Slokovian mercenary had scammed him. Without any evidence, how would he convince Stark, who was deadset on implementing the accords the Captain would never agree with, and with Stark trying to apprehend Bucky, while he wasn't even the real villain here. The airport battle was funny, but even there Team Iron Man was convinced they had to apprehend Bucky. It was only after the fight that Stark saw that it wasn't the Winter Soldier who attacked the UN at Vienna.
