Like already discussed many times, todays technolgoy only really allows ARM chips in handhelds (same that are used in smartphones).
We just got new x86 chips that are also working without a fence (intel core M) but those are extremly expensive and also not nearly as strong as an Ps4.
I think with an cheap 100-200 € device they dont want to stop people to buy the 300€ ps4, but to buy the 300€ ps4 AND the NX for just 100€. That simple didnt worked witht he wii u because the wii u was that expensive. To be honest, it didnt really worked that great with the gamecube either as they made it 99€.
Maybe AMD is working on some new crazy SOCs that have ps4 powers and dont need a fence and almost no energy^^
