I have not seen it, but if the OP is right about all that happening then it makes little sense.

Does he destory cities and kill people?  Cause if so, those are kind of spoilers.  

And Captain America absolutely would destroy everything he worked for to save a friend.  100% consistent with his character in the movies and in the comics.  Don't bother replying cause I'm going to stay out of any topics mentioning this movie till I see it.
