Yeah, I don't understand this line of reasoning either. Making consoles an upgrade bonanza would render the concept of consoles useless as a gaming device that offers what it does today. It could become as "terrible" as PC gaming then. 
Making upgrades of the same machine is a horrible idea; early adopters will feel short-shafted and there are bound to be technical issues as well, not to mention the fact that developers will probably hate it, having to bifurcate your software development to make room for customization for two or more chipsets on all AAA titles, or opting out of a significant portion of the userbase are both terrible choices.
Not going to happen.
