It was very easy to tell. Its 2 year cycles minimum to develop an HD title. You just had to count 2 years from each teams last released title and add extra for developing tools for the new system. Rocket science? No. Just common sense. Remember to count DLC development aswell.
Your 2016 line-up would consist of rushed buggy titles. That is why it got delayed and that s what i always said. And i still think that march is still very optimistic of them. We will see what they have. As far as i remember they have 2 teams that can deliver a launch title besides Zelda. 3D mario team and retro.

It's not easy to tell because if 3-4 months makes all the difference (which it likely doesn't), then what's to say they didn't start making NX games 3-4 months earlier than you or I expected? I'm with you on not expecting their launch to be stellar though, but that's because I think there's been a rather low standard for launch titles for a while now across several consoles. I think they will reach that, which is just a couple of titles + WiiU ports. What did PS4 have? Killzone, Assassins Creed and Fifa/Madden/NBA?
As for available teams, 4/7 had their last game published in 2014 or earlier. Albeit the Mario Kart team were working on DLC for a while after that, etc. But keep in mind that all of Nintendo's teams have at some point released more than one game in the same year. So, the trick is to only look at HD projects. Launching non HD titles doesn't require as many resources.
After that, in 2014 Nintendo probably wasnt assuming they would drop the Wii U in 2 years... assuming they will. Finally, dev kits and tools don't get developed in a few months and can only have been finished late last year at best.
In all likelyhood, the teams were at some point told to work in an envyronment that would later have to be ported to NX, wich means more development time.
As i say... even march 2017 is optimistic. I still expect rushed or unsatisfactory launch titles. I never thought 2016 was in any way realistic for an HD device.
And also lets drop the 3-4 month thing. NX won't launch until late march and if it was launching in 2016 it would have to be a November launch at the latest, october beeing preferable. So, its more like 5 months difference. That is sizeable.
