It will have less of an impact then announcing it on E3. Directs didn't help the Wii U or 3DS much if at all.
Nintendo and the NX needs all the marketing exposure they can get. They need a full reboot of their console brand and a boost of their handheld brand. This doesn't look like a good start or solution to solving these problems.
