Maybe it has to do with the availability of the previous print run?
Pikmin 3 for example wasn't nearly as stock restrickted in Europe as it was in the US. It needed a second print run badly in the US, while you could just walk into a store or order it online in europe no problem.
Edit: They would want to sell through old stock first, is what I'm trying to say.
