Depends on the game and the generation of hardware its running on to be honest.

For example, if you're playing an old PS1 / N64 game, then frequent frame rate dips are standard fare, and can frequently go below 20fps. It's tolerable in most cases. In more modern games however, as soon as frame rates start to dip to the low 20s it immediately becomes annoying. 60fps isn't necessary in many modern games, but 30fps is pretty much mandatory, as any drops below that are jarring to the player and can have a significant impact on gameplay.
