Graphics are best on console because of limitation. Ps4 Neo will impact this negatively?

If they develop with the PS4K as the main console, the Base PS4 becomes the "good enough" box, and by that I literally mean the least amount of effort to get the build to an acceptable level.

I don't mind. It's just my opinion though. As a developer who has experience working with Sony hardware this has me and my peers legitimately worried.
