Yes, this will 100% absolutely give developers less incentive to push the hardware further. Why bother putting all the time, money and effort making the a base PS4 build look great when you can just use what's available to you in the PS4K?
If they develop with the PS4K as the main console, the Base PS4 becomes the "good enough" box, and by that I literally mean the least amount of effort to get the build to an acceptable level.
