The author of that article seems to be willfully misconstruing the data.

The Floating Screen (tablets & handheld consoles) remains the least important gaming screen, with revenues of $11.6 billion, as handheld revenues are expected to plummet another 24% this year."
PC gaming revenue is at the top. Mobile continues to devour handheld gaming revenue.
