The pre-E3 official announcement thing worked for Sony and Microsoft, I don't see why it wouldn't work for Nintendo either. If anything I think Nintendo may announce the NX concept and tease a taster of some launch games at an event before E3, but I don't think that has to be at the shareholder's meeting.
IMO E3 should be about really selling the games for NX, maybe an official reveal of what the device(s) look like.
