Did you even read what I replied to?

Devs aren't allowed to do that.

I'm saying if a PS4 already runs in 1080p there is literally zero upgrade needed in order to comply with PS4.5 min reqs.
If the PS4 is running sub-1080p (i.e. 900p), PS4.5 only needs to bring it up to 1080p @ same FPS in order to comply.
I'm saying the latter is very far from "full upgrade" of the game to leverage PS4.5 specs.  I don't think we disagree in general here.
