Did NX influenced on decision of sony making the PS4.5?

PS4 and Xbox1 are both underpowered this generation. They are barely on par to low mid-range GPU currently. Also, the other issue is that 4k TVs are becoming more prevalent. The consoles, at the very least, needs 4k streaming capability.
