This isn't shocking. It's to the point where we can look at a news story about this kind of thing and say, "Yeah, what else is new?" When something as bad as this happens that often, there's something terribly wrong. The worst part is that this isn't going to change anytime soon.
Similar occurrences to these probably happen everyday, maybe multiple times a day for all we know.
