No, people are allowed to use means like that (provided they are legal) to criticize any decision made by a government. Anything else *would* be totalitarian. What's next, should people not be allowed to criticize bills that are passed, because that "undermines a democracy?"
This is what democracy is about. Everyone can get front their opinions.
