Yes they did.
The difference is that none of them had their core fanbase on a failng console that was being cut short in favor of a newer one. If Nintendo want's to incentivise these people (the ones most likely to act as ambassadors for the first wave of NX success) it has to appease that customer base, instead of screwing them over for supporting WiiU.
They need to give out something like upgrade packs for People jumping on NX, so that they don't have to rebuy the whole game again.

Of course it is, and it's not a bad strategy, per se. The problem is that the people most likely to jump on a new Nintendo console are on the WiiU already with an overwhelming majority. Nintendo needs these people to be happy with the NX and spread positive word of mouth. If NX were backwards compatible (at least artificially) and was just getting a vanilla port of these games, I wouldn't complain, but these ports getting exclusive content clearly encourages double dipping for WiiU owners.

Sure it does. It also needs to appease it's most loyal fans, because they are the ones who are going to act as ambassadors for the new console. So they need to give them an incentive to make the jump.
