Link has no personality and doesn't speak. 

Drake does, Drake have romantic relationships with women are also part of the character on top of the five o'clock shadow.

Just because a character dont have voice dosent mean he has no personality.I mean, I can understand when people say that they see him as an avatar, but no personality is pushing too far.He is not the most expressive character by far, but he does have a personality that has been build over the years, specially after OOT.
