When will Nintendo officially reveal NX?

Well, it depends, Nintendo might want to host NWC AFTER E3 so that they don't spoil any game from the event (see Blast Ball & Mario Maker in 2015) but still showing off quite a lot of footage and getting a big audience hyped. I don't think the Treehouse is the best way to deliver footage, still if NWC will occur this year then Nintendo might also want to start selecting partecipants ASAP or they won't have time to make the event...
