It's the former. It will be like the hack//G.U series.
Your wish however is impossible. They can't cram everything from the original FF7 into one game with this kind of graphical fidelity. That's why they're making it multi game instead, because they want to include everything. So your choice is between a FF7 Remake with plenty of cut content. Or a multi game series.
For me, I prefer the latter. It's a very special game to me. And want it to contain as much from the original as possible. If it was a remake of some other less noteworthy title I'd be fine with cut content, but in this case I want to relive all of it.

Except the original FFVII on PS1 was one game released on multiple discs. Yes, the modern day graphics will eat up a lot more disc space, but the advancements from the regular CD-ROM format of the PS1 era to the Blu-Ray discs of today allow a lot more storage of data, so it more-or-less offsets the graphical differences.
If CDProjekt RED can fit Witcher 3 on one disc, I don't see why this can't be released on multiple discs.
