Why?
You want balance.
If nintendo make a much more powerfull CPU for their console, unless they also do a much faster GPU, it doesnt make sense.
The purpose of a console is to play video games.
Theres a reason why they design these chips with small cpus + big graphic units.
Its because its the "best" way to allocate your resources (costs ($) and heat).
Its smart design.
The other way about it? big cpu + small graphics unit => really bad video game console performance for its price.
It would be good at doing other not gameing stuff though... but why would you want that?
Big CPU + Big graphics unit? you want a 599$ nintendo console?
No the smart thing to do is a cpu around the size PS4 & XB1 went with, and then have the GPU portion around the size theirs is.
Balance is important in chip design.
Otherwise you waste $ for little gain, and run into bottlenecks.
