Europe played it's part as the UK joined in, and EU countries which are in the UN did nothing. It's like any law, if a murder takes place and you are part of the group and do nothing you are considered an accomplice. 

What could the EU do, whine a little bit? Don't get me wrong, they're an incompetent organization, but there was nothing they could do. 

 

C'mon, you and I, and everyone else knows they could have done a lot, but they are too scared of Britain and the USA so they get bullied into things. 

 

The point here is, there is a lot of blame to go around but people keep blaming the victims of major decisions that have brought on the shit. This is why nothing changes.
