Yeah, it also shows the developers how much of the Steam audience they would reach / lose with specific requirements. A DX12-only game (64-bit) could now reach 37% of the Steam users, so around 50 - 60 million PCs. A DX12-only game with additional 32-bit-support could now reach 39%... these 2% are probably not worth the effort, many AAA-games expect a 64-bit OS nowadays.  A DX11-game (64-bit) could now reach 85% of the Steam users and a DX11-game with additional 32-bit-support could now reach 95%of the Steam audience.

Of course these are only the software requirements, the hardware requirements can shrink the target group additionally.
