AMD has an ARM License, it wouldn't be difficult for them to include a couple of ARM cores in conjunction with a beefy GCN GPU.
Jaguar is also very very slow and low power, it's competition is ARM, wouldn't be difficult for a company like AMD to throw 8+ ARM cores into the SoC, the R&D has already been done by AMD.

But I think Price might play a big role... ARM is stupidly cheap, I think AMD would rather push it's x86 cores out though.
