I think that's what they're hoping for but it's not working. People are no longer going to rush out and buy it while it's cheap thinking it's going to go back up again. MS blew that last time they did it.

Momentum for the XB1 is waning. 

PC gets the majority of XB1 games.
PC/PS4 get VR.
XB1 has weaker performance than the PS4 on multiplats and weaker performance than PC on "Windows games".
XB1 is rumored to have a new version coming this year.
