It's all about the API and OS frankly it is more streamlined than windows or DX, without making a fuzz out of it at that. Otherwise the PS4 specs are rather particular with it's 8gb GDDR5 all that bandwidth can be used when developing for PS4. I doubt any Dev on PC develops on GDDR based memory. Sure GDDR will work, but PC's in general work with DDR which is more practical but game wise GDDR is better. PC is and will stay a platform with multiple forms of hardware thus superoptimisation like this is the trick to make the order or UC4 on weak hardware and make it run steadily.
