Why would you discount a fresh retail game? You lose any profit that way. It makes no sense. In the US, you can buy pretty much any game used so you can get a game lower than retail price.

I'm sure they have a much higher profit margin built into the retail price in Japan, so they are able to discount it a lot more and say it's a sale.  I mean that's reguar practice with clothes in the US, nobody is gonna pay $40 for a t-shirt but hey it's 50% off now so it must be a good deal.  These retailers still have to compete with each other to sell the game even if the retail price is higher, so they have to try to get the lowest price possible whie maximizing profit.
