Nintendo has shareholders, and Nintendo is responsible for communicating the direction of the company to them.  While many shareholders would be happy to think Nintendo was going all mobile, they would be very unhappy to be in the dark as to whether or not Nintendo would be a mobile company or a console company going forward.  People don't like to invest their money in companies in companies in uncertain circumstances like that.

As for Wii U sales, I don't think Nintendo particularly cared.  Nintendo had by that point realized the Wii U was beyond saving, and they'd rather sell an NX in 2016 than a Wii U in 2015.  The lay customer, the kind not likely to buy an NX at launch, probably still doesn't have any idea that the NX exists.  The more devoted gamers, the kind who might buy the NX at launch, would be less likely to get an NX if they'd bought a Wii U a year prior.  And, sales for Wii U basically stayed flat anyway.

It's only a bad move if you go on the assumption that Nintendo's primary objective was to sell its current gen hardware.  I don't think that's the case.
