That makes it a stupid idea. I can't think of any angle that would make such a controller a good consideration for Nintendo. Therefore it can't be real.

He could have been referencing the audience on mobile and the types of games that do best on them as opposed to the input.

I'm just being the devil's advocate. I know it's a stupid idea, but Nintendo makes stupid mistakes. Nintendo made two Zelda games controlled primerily with a stylus. They also made Star Fox Zero.
