Nope.
1. A 10 year regression ( or a regression of any kind) in graphics, resolution and processing power is just unheard of. Nintendo would literally be commiting suicide.
2. It could have Wii graphics and it would still cost upwards of $249 if they wanted to do VR properly with full head tracking, camera, motion controls etc and still profit.
3. Nintendo would exclude the vast majority of gamers and their hardcore fans by making the basis of their next console VR based.
