As far as I know, actual PS3 games cannot run on anything except Blu-Ray. Blu-Ray production prices have gone down more than you would think as well.
There are multiple reasons I can think of for distributing it physically:
1. To raise awareness about the game. Consumers like stuff they can see on the shelves, simple as that. It is much harder to entice people to buy a system for something that they can only "see" after they purchase the system.
2. To provide a headset option. I think they are doing this with SOCOM too. They didn't have a first party one, so this is a good place to offer one, and it is at a good price, which is why I am opting for this package.
3. For extra features. Dev comments, making of, etc. Maybe some more goodies that I haven't heard about.
