We're talking an average of 25 people on the payroll for 8 years. You're going to add marketing cost etc to that. 2 millions is barely going to cut it.

And yes, I don't think 2millions is a great number for first party exclusive. I think great is upward 4 millions. Now as you said, it's a new IP. Well yes and no, because the IP here is the Team ICO, but let's say it's a new IP. Then yes 2 millions would have been great, if the game spent 3 years into development, not 8 to 10.

The thing is that it doesn't cost that much to Sony as you are thinking, for that "10 years in development" it must be around 3 to 4 tops in actual full development, Shuhei Yoshida himself told the game is not very expensive to them, it's still lower than an actual high budget title that takes around 2 or 3 years from beginning of development to release.
It's not a super expensive project just because it was so long to come, most of the time it was halted most likely, as that's already confirmed to not being an expensive title to Sony.

Well I guess the Team Ico had 5 years of vacations then. And unpaid vacations. That's neat.

Try do math. The PS3 version, had at least 3 years of full development. At least. And you can had 2 for the PS4 version. Now as I said, 25 people is an average, Team ICO is more like 50 people when in full development.

So you can count how you want, but the game cost a lot of money, enough so that "good sales for a new IP" will definitely not be enough. 

This is not 2002, the cost of making games has spiked, and a game like that? It's not cheap to make.
