I think the dev that created "The Swapper" would be a perfect match for "Metroid V".

I've been thinking all this gen: why hasn't Nintendo utilized the smaller indie devs that they've been forging relationships with? Shin'en would be great for "Wave Race" (they've been begging Nintendo) and "F-Zero" (hello, "Fast Racing Neo"). Nintendo could fund titles with proven smaller devs and send a few trusted crew over to help and supervise development. Suddenly, Nintendo has more talented teams for smaller (2.5D, etc.) titles, and their major studios can set their focus on true AAA titles. 

i think it could work, but fans would expect more from F-Zero after FRN, not just a simple palette swap or something. That would take a little more money, more manpower, and a little more time for an indie that has a staff in double figures. Sure great games can come from small teams, but I think fans want more from F-Zero than a simple return to form (granted I haven't played FRN and I'm not sure how much they'll have to build upon to reach expectations for F-Zero).
